Formal Complaint Against True Value Mohali – Sale of Car with Incomplete Documents, False Information & Non-Refund of ₹4,000 Security Fee

Respected Sir/Madam,

I am filing this formal complaint against True Value, Mohali (Punjab) for selling a car with incomplete documents, providing false information, and refusing to refund my ₹4,000 refundable security deposit, which has caused me mental harassment and financial loss. I have successfully transferred the car to me.

I purchased a car ( Alto k10) from True Value, Mohali on 17th November 2022 for ₹3,60,000, along with an additional ₹4,000 as a refundable security fee. I was informed that this security amount would be refunded once the car was transferred to my name. However, at the time of sale, I was never informed about any specific time period or deadline for completing the transfer.

Later, I discovered that the car was sold to me with incomplete documentation, and the vehicle was under finance (loan attached with the RC). When I approached the court to process the transfer, the Notary refused, citing the loan entry.

I immediately reported this issue to Ms. Dimple (Manager at True Value), who assured me that the loan would be cleared and a new RC would be issued. It took approximately three months before I received the corrected RC.

After receiving the RC, when I tried to transfer the vehicle, I required the owner’s registered mobile number, as the OTP for transfer is sent to that number. Despite multiple follow-ups, I was not provided with the correct number. I am attaching screenshots of the emails where I requested this information; the number shared turned out to be incorrect/fake.

I must highlight a very serious concern: during one of my phone conversations, Ms. Dimple suggested that I should pay some amount to a person who could help change the owner’s phone number along with the car , instead of using the official number. I clearly refused to follow such an illegal and unethical method, as I wanted the transfer to be done through proper legal procedures. I also have the call recording of this conversation as proof, which I am ready to submit before the Hon’ble Court if required.

The delay in transfer occurred solely due to True Value’s negligence and incomplete documentation, not my fault. Being a first-time car buyer, I trusted True Value’s reputation and was completely unaware that the vehicle still had a loan registered on its RC. It is unacceptable that I was kept in the dark about such an important fact.

After I informed them yesterday that I would file a complaint, I received their email response — which clearly shows their careless and unprofessional attitude.

I am deeply disappointed and mentally harassed due to the negligence and misleading actions of True Value. Despite full payment, I have not received my ₹4,000 refundable security amount and have faced unnecessary stress for more than two years.

I therefore request the Hon’ble Consumer Court to kindly:

  1. Take strict action against True Value, Mohali for unfair trade practices and misleading the consumer.
  2. Direct them to refund my ₹4,000 security deposit immediately.
  3. Award suitable compensation for the mental harassment, inconvenience, and prolonged delay caused to me.
Please find attached all relevant email screenshots and correspondence as supporting evidence. I can also provide the audio recording of the conversation with Ms. Dimple upon request.
