HP Gas people are DELIBERATELY AND INTENTIONALLY not delivering GAS to me from last 4 days.

We have small children at home and we are suffering without cooking proper food from last 3 days. We have been pleading and pleading the manager.
I do not understand why I have to be at his mercy for the supply of Gas Delivery. About a month ago, I changed my house within the same jurisdiction of supply and reported about it to them. They requested for Electricity bill of the new house to change the address and supply. As such, I submitted the same. I wonder, if they expected me to pay bribe for changing my address. I have been calling the Agency Manager from last three days to supply the gas and he has been assuring me that the gas would be supplied in an hour, after my call. However, he is not delivering it intentionally.
Please note that the delivery boy charges me Rs. 30-40 extra for every cylinder of delivery and we did not want to have a bad relationship with them and we have been paying them for more than 3 years now.
I do not know, why they are not supplying the gas now.
Kindly note that we have a child of 4 years at home and we are forced to rely on hotel food from last three days. This is not fair.
I am herewith attaching proofs of my communication with the Gas Manager from last three days.
I request for immediate action so that the gas will be supplied to me at the earliest.
