  • 07 July 2024: Called transport department helpline; told refund process can take 45 days or more; no clear help.
  • 08 Aug 2024: Received automated reply from CM Office suggesting to register complaint on Jansunwai portal jansunwai.up.nic.in.
  • After Jansunwai complaint: Received repeated calls from Jansunwai officers every ~5 days asking for updates, but they do not record the updates, often disconnect the call, and then later close the ticket without resolution. These follow-up calls caused stress and pressure to close the ticket.
  • RTO call: Received a call from Ghaziabad RTO staff who said this is a recurring problem due to SBI payment gateway issues and many users are stuck; they advised to register a court complaint if I want an email response.
  • RTO visit: Visited Ghaziabad RTO in person. They stated this matter is an online issue outside their scope and instructed me to visit the Lucknow head office for resolution.
  • Present: No refund received, no timeline given, and multiple channels have not resolved the issue or provided a recorded response.
Relief sought (what I want)
  • Immediate refund of Rs. 5,000 to the original payment method (Transaction UPF2406239770332 / Receipt PU240608223).
  • Written confirmation (email) from the Transport Department / Computer Cell stating when refund will be processed and the expected date of credit.
  • Explanation of why the refund, which per customer-care was to be processed within 24 hours after non-allotment, remains pending for months.
  • Direction to prevent future harassment: stop irrelevant repetitive calls from Jansunwai teams and ensure updates are recorded properly.
  • Compensation of Rs. 2,000 for mental harassment, time lost, and expenses incurred visiting RTO (optional — court may decide).

After purchasing a vehicle, people bid and pay to get the desired number. These are called fancy numbers, and they serve as a hobby as well as a means of special identification. Therefore, there is a high demand, and often many people bid for a single number, and the bids can be quite high.
There are approximately 595 such people in the district between June 2024 and August 2025. Not only did they not receive their desired numbers, they also did not receive their online payments for the numbers. The department has a total of ₹54.38 lakh deposited in such cases.
